Yes, planning conditions do apply if your home extension has been granted planning permission. The main planning conditions are that the development hereby permitted shall be begun before the expiration of three years from the date of this permission and that the approval shall be in respect of drawings submitted as part of the planning application. Other planning conditions may apply depending on the type of project involved but normally most householder applications attract 2-3 planning conditions.
The planning officer will read any planning objections submitted to them but they tend not respond individually to any planning objections.
Once the public conconsultation is complete, the planning officer will then take a view on the planning objections submitted against the planning application. If there is one or more objections that has substantial harm against the environment, such as highways safety, potential for further flooding, overdevelopment, noise, pollution, etc. then the planning officer can request further information from the agent to see how they can overcome the issue raised by the objection
If no objection is mentioned against the planning application, the planning officer may deem that the application has no issues, therefore could recommend approval subject to no objections from any council consultees.
Once a planning application is lodged with the council, public consultation begins for anyone to formally comment on the planning application. Most councils allow 21 days to respond however some councils will let you respond to an application before the 8 week determination period ends.

These are very common planning objections however the planning officer involved with the planning application will not take into consideration if a view is blocked from further afield nor control excess noise of construction. The planning officer is only interested in planning matters that relate to local and national policies.
